It is not rationale to think this statistic can support the idea of people “taking turns” committing the crimes such that everyone eventually does it, it is reasonably inferred it is a specific set of individuals repeating illegal activity.
I agree, it absolutely isn’t “taking turns”.
These statistics support ‘broken glass” policing. And empirically, that works. And works well.
