I suggest any “exemption” be made universal and not limited to just a few places.

Then Trump should find every silly national law that is a nuisance to an efficient economy and has no beneficial purpose and exempt everyone from it.

Of course, the exemption would have to go to congress, in effect repealing the many silly laws of the past.
