I won’t disagree that using EOs is a problem. Legislation is needed. Constitutional amendments even better.
I think it is too late for that I fear....EO’s are quick and dirty and easy temporary wins but from accounts Trump has little contact with Congress... I would be impressed if he went to Congress and worked on getting his agenda into Law but I doubt it would ever happen.
