Doesn’t it take a DC judge to order him arrested though? (in other words...it wont happen)

Congress can refer it to the Justice department who can chose to indict him for criminal contempt. Then he can be arrested. That’s what happened to Steve Bannon but Steve had a better legal argument than Bubba. Still got convicted though.

Then it needs to be presented to the same judge who held Bannon or Navarro in contempt for precisely the same charge

Congress has the power to have him arrested under Article I. It’s the only power vested to them for having individuals arrested for violating their power.
