That incident was caused by a driver high on marijuana at a track without drug testing. It led to a 2017 rule by World Racing Group (which the track was using for some races) to impose mandatory drug testing.
Marijuana is a prohibited substance under the WADA and FIA codes. And it’s now a prohibited substance under Drug Free Sport, which is responsible for most dirt sanctioning drug tests.
