Odd title for the article. They are talking about an ICE officer. But it can also be read as someone who shot an ICE officer. That’s the way I took it at first.

The headline was intentionally written to do just that. Once you see it you realize most headlines are written deceptively to subtly promote the narrative.
That’s what I thought about it. Headline writers have no sense of grammar.
