The “investigators’” job is to insure safety and look for code violations, not to examine books and records to find evidence of fraud. The investigators did not compare the amount of grant money to the number of children. That’s not the job of safety code officials. . I’m sure the fire department didn’t find evidence of fraud when they visited to make sure the exit doors had an illuminated red exit sign over them.
