That astounds me. They are clinically retarded yet they can pull of scams to this level.
The only thing good about it is they are not smart enough to hide it well and got caught. In fact I suspect this was well known for a long time just someone in the gov. higher ups was getting kickbacks. Now the bottom has fallen out.
