There are also the Somali-run non-medical emergency transportation companies that are supposedly driving customers to doctor's appointments and rehab facilities, that are driving around town empty -- no passengers -- just to boost their odometer readings in their cars for when they file for their state reimbursements.

If we could add together the total number of “passengers,” “children,” “patients,” etc. ostensibly serviced by these fraudulent providers, I wonder if the totals would be glaring.
Kind of like Philadelphia precincts with 108% turnout of registered voters.
