And he’s within a few minutes transit of two large and free community colleges where he could learn new skills to earn higher wages. Plus there are many free food, free grocery outlets. And as noted, a very generous welfare department.

When you have a sub 70 IQ why get a job or an education when you can just go around being everyone else’s problem? Besides, even if he’s caught he’ll be back out on the street within a day or two.
