IIRC the authorities had been surveilling these lunatics for a while and were just waiting for them to take enough rope to hang themselves.
Once they started testing the explosives that was enough to arrest.

How is it the cops just happened to be flying over with a camera when the badguys were testing their contraptions in the desert? I know that good solid investigative police work is rare these days ... but if it were going on, it would lead them to know when and where the bad guys were going to test their IEDs and send a drone to watch the festivities.
