You are exactly correct. When a bad guy knows his punishment will be soon and death it changes his actions in crime. “Like okay I may die in 29 years but next month is not good.”

Even when delayed they fear it. They say Ted Bundy went limp and had to be carried to the death room. He feared his own death when the time came.
There is deep ideological opposition to the death penalty on the Left. With multiple levels of state and federal judicial review, there are ample opportunities for delay. Most of that delay is normal, but the most aggravating cases involve factually and legally invalid claims by defense lawyers.
