Not Constitutional. As Massie should know, the Constitution limits Congress' role regarding treaties to Senate approval.

That's by design, as the Founders were very aware of examples such as the battle of Blenheim, where substantial Dutch forces were often ineffective because they needed to send couriers back to the city councils that sent them for permission to act.

Apart from Senate approval, there's simply no Constitutional authority granted to Congress over treaties or the disposition of forces. The Boland Amendment in the 1980s is a good example of Congress' farcical attempt to use its budget authority to take command of US forces.

More useless grandstanding by Massie.
