These are just money skimming operations. Some just skim more than others.
If you’re a leftist, you believe the government should control ALL money. Therefore, fraud and theft by leftists is merely taking what is theirs.
The covid program funds were allocated to 40-60% fraudulent recipients and when you see how the money went to politically well connected players it really looks like the programs were set yup for fraud.
This is exactly the state of affairs in Wisconsin with the Teachers Unions.
The politicians vote for more pay and benefits to the Teachers Unions, which then send a portion back to the politicians as campaign funds.
The Dems have a pretty good playbook. Have the government pay massive amounts of welfare payments to Blue cities. Divert a good portion of the funding to Dem-affiliated NGOs and non-profits that find a way to funnel the money back to Dem politicians for personal or political use. If the Republicans or anyone else tries to uncover the fraud, scream racism knowing that the GOP will back off.
Lots of $$ has disappeared in California too - at the highest levels of government.

Seems like the Trump administration should stop “reimbursement” of State expenditures on these programs until the States prove they are not allowing fraud. Then “confiscate” what would have been due to the States in future until the stolen arrears is paid off. Meanwhile arrest, try, and imprison all the scheme perpetrators and deport foreign recipients.
This has been what has been funding the leftist machine and oligarchs
Planned parent hood is a prime example of that given 500 million, “earns”500 million, gives 10s of millions to dim politicians but can say money comes from “earned” money. Remove the 500 million of taxpayer funds and let’s see how generous they are

I've said before on this post that I know of entire departments of students at Ivy League Universities where the kids get food stamps. In one sense, as students, they can claim to be "low income" but these are kids whose parents are very wealthy and who are paying $100K a year for their education.
The word spreads fast about the ease to claim benefits, and they all do it. They think its fun to scam $330/month out of Uncle Sam.

I am a bit flabbergasted. Why would someone, like this author ask such an ignorant question about how much fraud goes on.
You need to look no further than an election map and notice that all of the Blue Cities sit in a sea of Red districts. Like islands in a sea of red. They vote Blue because their existence depends upon the Democrats staying in power so they can continue the graft.
Graft and Democrats is an synergistic relationship. Graft and Democrats, leading to unaffordability is what I call ‘Cause and effect’. Yet, the entire media and political parties play ‘dumb’ to the reality of the damages to the young generations. Obamacare, CO2 crisis, DEI, Disability, SS fraud, Stealing from sick kids, all leads to more spending that taxes can sustain. That leads to deficit spending and ‘printing money’ which leads to currency devaluation, inflation, and everything being unaffordable.
Remarkable? This pattern was established decades ago here in Santa Cruz County, CA with SSI for "disabilities" forming a substantial fraction of the County's economic base. Why would any self-respecting craven public offal taking care of his or her voter base do anything about Feder-ill money pouring into a local economy? This is how they stay in power with the bonus of granting favors to those with open campaign checkbooks.
How pervasive? It’s a generational culture.
Many illegal immigrants living in the states surrounding Maryland go there for free healthcare.
The federal government reimburses the states for the majority of Medicaid costs.
I wonder how much land fill space has been taken up by these books “written” by various politicians.
