In his argument that 'less is more' (my words, not his) we would benefit from a very strong dictator which is smart, but unfortunately most dictators are stupid so we will need to have fewer people. He wants this reduction in population to be done 'peacefully' and in a fair manner.

I could reduce global population to one billion, and do it humanely. Just appoint me dictator and I could order the sterilization of the people we don’t want. We could do this pretty painlessly. Then we make sure that people are made reasonably comfortable as the age and eventually pass away.
