It’s easy to allocate water when there’s plenty . It’s a wasted argument when there’s not enough water.
Along the river there are about 7 different states/ tribes entitled to get water. If everyone is entitled to 100 gallons each, and there’s only 500 gallons, that’s a problem. Who gets water last?
