It involved citizens at every level in the entire country to accomplish, not just a few ‘demoniacs.’ People did what they did because they wanted to follow Hitler yes, but also obey the LAW.
And that’s how it all started. By changing LAWS and they studied America’s and other countries’ and made their own, in a way that served their aims.

Also, after the war, about as many German civilians - men, women, and children — were killed for revenge as Jews were killed. Look that up.
