The telescope in Mars orbit was designed to photograph the surface of Mars. It was not designed for watching comets. Because the comet orbit took it behind the Sun that was the best that could be done .

Maybe that explains why we keep seeing various "Marshall Plans" being proposed. The truth is out there.
