Not really stated but I think this occurred in Formerly Great Britain. Not that it couldn't or won't happen here. Possibly in a [un]Democratic Socialist city (New York? Minneapolis? Seattle?) near you.

P.S. I hope the animals that did this to an innocent child rot in hell when their life sentence is complete.

I have read over the last few years several similar incident here. The only one I remember any details for was in Texas, I think. Social service agencies, even in Conservative states tend to be authoritarian and woke.

It was surely Britain; wife being termed as Polish would indicate that it was European, at least, and such an incident in France or Germany would be unremarkable.
