Then, pass some really juicy legislation starting with election reform entailing proof-of-citizenship to vote, paper ballots, end of mail-in ballots (except for traditional absentee voting), and do away with the janky vote-counting machines. And proof of permanent residency. No snowbirds voting in two states and college students living at college away from home don't get to vote in the college town's elections. They have NO vested interest in the community. They can voter through mail in in the town they grew up in.
