That's partly correct. First one needs to be gullible to believe this. True.

But delta7 does not believe this. He looks for people who are gullible enough to believe this - and then follow him.

Because he knows that he can sell his snake oil stuff to people who believe this kind of thing. And you probably know what it is that he is trying to sell.

The other motive might simply be that someone pays him to spread that nonsense.

I am not saying it is this or that. It might be both. But he is playing a game that he is winning from the stochastic perspective. He is not overly concerned with hits or misses. He just keeps coming back with the same type of nonsense all the time, perhaps sometimes even telling the truth.
