Intelligence is measured by performance and outcome. Now apply this measure to communism. And there are other measures I will give to you.
There are very smart people in communist countries; but, rarely are those the ones in charge. The brain trust in those countries is subjugated and politics interferes with their progress. Also, efforts are lacking because the smart ones are not allowed to benefit strongly from their work.

I agree. In addition, there’s another kind of IQ which is moral intelligence. I believe it has the greatest effect on humanity, and it’s not measured by any standard tests.
