Officials have said the prospects of EU environment ministers agreeing ambitious targets to reduce carbon emissions by 2040 will go down to the wire when they gather for an emergency meeting in Brussels.
Member states have been tasked with agreeing on a 2040 target at today’s meeting so that they could in turn agree on an interim target for 2035, which the EU would then bring to the United Nations COP30 summit in Brazil on Thursday.
However, officials have said securing an agreement will be “challenging”.
The European Commission had proposed a target of cutting carbon emissions by 90% by 2040 as the best way of meeting the overall target of net carbon neutrality by 2050.
Officials say the gap between countries pushing for the more ambitious target and those resisting has widened, and there remain doubts that an agreement can be reached under the weighted Qualified Majority Vote system.
The emergency meeting was called following the failure of environment ministers to agree on the 2040 target at an earlier meeting in September, and with the clock ticking towards the COP30 summit. …

Not an emergency meeting, just another boondoggle where they can lavishly spend more money on fancy food be served and tell each other how their gaseous emissions don’t stink.
Another reason for Russia, China, and India to laugh at Europe.

these “targets” are laughable: they never achieve their “targets” because they are unachievable [unless of course the human population is reduced to a remnant living in caves]
and they take themselves SO seriously, debating ad infinitum as to what the “target” number should be, reminding me of school children debating how many angels can dance on the head of a pin ...
As the so called “green” policies are really hitting pockets of people in Europe, there is increasing “antigreen” movement there.
Farmers massively protest all over Europe, people are just fed up with huge gas prices and heating bills.
e.g. in just concluded Czech election, the new winning coalition will include a party “Motorists for themselves”, explicitly dedicated to cars, coal and getting rid of bike lines!
While greens are loosing everywhere in member states, the EU is still dedicated to new green deal, creating huge EU skeptical wave.
Here are some suggestions for the European overlords:
1) immediately halt all imports of petroleum products and natural gas.
2) cycle the power grid off 55 minutes and on for 5 minutes per hour.
3) employ the new immigrants to teach the natives to raise goats and live off the grid.
No need to wait until 2040

I love when the environmentalists set a “target” for 10 years out, and then when reality of cost sets in they just say “we have to meet the target”. They never set the target with the condition that it be no more than a specified cost. They just say “we have to do this right?”, and then start burning the other people’s money.
Here's a simple notion if THEY want to meet THEIR goal.
Oh, never mind. That's happening anyway.
