I guess the steam-powered system is easy to operate and maintain. Too many gizmos can spoil the brew I suppose. Which is the reason why we can go back to the moon. The Eagle lander was literally wrapped in tinfoil like a delicious salmon steak

Electric vs. Steam — I’ll admit I have no idea which is better.

Steam is old proven technology that works, but requires complex machinery, water, is big and heavy. When your carrier already has a nuke providing power, switching to EM gives a smaller system that should be more reliable, and reloads faster. It's just new tech, so kinks still need to be worked out and the system fully developed.
