Nonsense. The pitcher has to get back to the dugout, remove his base-running gear, put on his glove, go back out onto the field, and then get ready.
A pitcher sitting in the dugout is resting and gets right to it on the mound.

The batter was right to question three pitches in a row that tried to sweep him off the plate and then hit him, but the pitcher, instead of being contrite about it mouthed off back to the hitter.
