I suspect this is equivalent to what I said, but realize that it's really easy to blow a million in the process. A week at Stanford, UCSF, or UCLA NICU doesn't come cheap. A "23-weeker" can be there for a month before being transportable beyond locally. Judgment as to when or how "stable" they might be to survive the trip isn't at all easy and is obviously conflated with vested interests.
All I'm saying is that until the prospective parents are expelled, don't expect to save a lot of money.
