The whole point is to perpetuate and grow problems so funding for programs must increase.
So if the “homeless” problem can’t bring in enough money you let criminals roam free, then claim there must be programs to rehabilitate them.
If criminals don’t commit enough crime then you throw the border open to create a “migrant” crisis. Now you claim a need to programs to address that problem.
