What really makes me scratch my head are the inner-city schools where proficiency rates for reading and math are in the teens, yet there is a “graduation rate” of 79%.

Our education bureaucrats -- alternatively, Democrats -- have "graduation rate" standards of social promotion, rather than proficient in basics like reading and math. All inner-city graduates need do to prove "proficiency" is to vote Democrat as they are instructed, and cash government checks.
It’s called “social promotion”. AKA educational fraud.
