This may be unpleasant for the Indian government in the short-term, since I assume they get a significant chunk of revenue directly from taxes imposed by remittances from Indians working in the US and indirectly by having large inflows of US dollars into their economy, but in the long-term this will benefit them too. Having their best graduates working in and for India will make their economy grow even faster and get them back in the race with China.
Modi should be glad Trump is doing this.

Given the difficulty that American citizen college graduates are having finding work, they may find informal optional practical training to be less than optional.
Employers tend to want experience.

Yep. There are 750,000 H1Bs. There are over 400,000 OPTs. Now we need to radically slash or eliminate those as well. That’s a lot of work/jobs that have been stolen from American workers.
