I reckon Bourne was just demonstrating that if men can disrobe in women's or girl's locker rooms , she could do so at a school board meeting.
She made a very good point....er maybe two !

B. Her child who is a student at that school may be refusing to come out of her bedroom right now, so mortified and embarrassed at what her “Crazy Mother” just did. She’ll get over it.
