Step 1. Abolish the Fed Department of Ed. End on Federal funding of Ed...and the strings attached.
Step 2. Some states will take path A, some path B, some path C. It is healthy for different states to take different paths.
Step 3. Technology, the internet, has change the education model. We do not know what model will be best in the future.
We should allow church related schools, corporation related schools, Clusters and associations.
Envision classes of varied sizes that all see the same lecture on the screen with discussions in each class led by discussion leaders.
Envision many other approaches. One size may not fit all.
Give parents a tax credit to “group fund” a teacher who is answerable to only parents. Once a year, test the students to prove the teacher is effective. 20 children per teacher sounds about right, so the tax credit could be a little as $4,000 a child.
The Teacher could then live in her home/school tax free, earning $80K. Parents can provide materials. The Teacher can get with a mortgage of 0% as long as the children are learning, and the parents are happy. Build it and people will flock to it. Parents control the Teacher by controlling her student numbers. Since the Teacher pays no taxes, she can figure out her own retirement.
