Because the laws of the Great State of Kentucky do not provide a death penalty for baby-rapers. While I agree with you that baby-rapers should be terminated, I absolutely oppose the very idea of courts imposing sentences not provided for by the relevant legislative body. The government must obey the law.

Meanwhile, this rotter will be imprisoned in the company of people who really dislike baby-rapers ... people who have nothing left to lose.
