Paul is writing to the Hebrews who were still offering worthless animal sacrifices, since the One Sacrifice had already been done years earlier on the Cross, there was no more animal sacrifices for sin. The Jewish Christians in Jerusalem were moving back under Jewish practices since the Messiah had not returned as they had expected him to do.
God shut that system down with the invasion by Titus and the Romans who destroyed the only place allowed for sacrifices.
Applies to ANY willful sin after grace. Any true Christian would understand that.
