What I can’t figure out though - is who was putting pressure on these
companies to do what they did.
Were there IRS threats? Banking or financing threats?
I think some of the “social” or “woke” scores are at the bottom of this - but
there has/had to be an enforcer.
Somehow - the boards of directors of these companies were gotten to some way.

My experience is that it comes from the CEO under pressure to cut costs. And every CEO/Board hates IT.
“A bunch of prima donnas are extorting us, and have us by the short hairs!”.
IT personnel budgets are often shocking.
If you have an internal IT that always delivers on programs, sometimes that cost is tolerated.
A big miss on a major project will often bring out the executioner. H1-B enables them to get away with it.
