It was my impression from a couple of visits and some reading that there is strong subculture of not working and getting by on welfare. That impression was reenforced when I read the story of the sugar business on the Big Island. Apparently the biggest, and for all I know the only sugar plantation/mill was losing money because foreign imports were undercutting wholesale prices in the US. They told the workers that they only way they could stay in business was cutting everyone's salary including management. They opened their books to all their employees and anyone else that wanted to see them to show they were not lying and put the pay cut proposition to a vote. The workers almost unanimously voted not to accept the pay cut. The mill shut down (sometime in the 90's I think) and as far as I know they former employees have been surfing and living on welfare purchased Spam ever since.
