The UN evolved from the pre WW2 League of Nations. One of its founders is Alger Hiss, a convicted Soviet spy. That should tell you all that you need to know.

The way the UN was established after WW2 is that they are an entity all to themselves. As far as the state of New York and the city of New York, they are basically untouchable. The UN property is a separate entity from the rest of the country according to international law.
