The news video characterized it as a random attack.

I would bet a million dollars that not one of the people this man attacked were black. They are all very likely white, and almost all women.

It was a racially motivated, targeted attack. And Chicago is good with it.

The military sends medics to Chicago hospitals to train for combat wounds. The only reason there aren’t so many deaths is they are experts and very experienced in treating gunshot wounds. And the cops have trauma kits in their patrol cars.
