It is called a “tease,” intended to make you watch or listen if on radio, all intended for your attention—just like a newspaper but now it is on the internet, a whole different medium but still dependent on advertising.

Once someone learns to ignore a "tease" and a "hook", you will free up a lot of valuable time.
When I listen to a video and the narrator says "be sure to listen to the end of the video for a special surprise", that is my cue to stop the video, and do something useful.
