Of course "gender dysphoria" is a mental illness. It's in exactly the same category as people who have body integrity dysphoria - they suffer from delusions where they're convinced that their arms, legs, or other body parts are alien and want to have them amputated. How is that different from a man with delusions that he's a woman and wants to have his genitals amputated?

The difference is that the Left has politicized gender dysphoria and de-classified it as a mental illness. So while someone suffering from body integrity disorder is (rightly) classified as mentally ill and treated as such, with the hope of dissuading them of their delusions, the delusions of "transgenders" are indulged BY LAW.
