Let me first point out that I had originally read the quote in a German-language article - to which I, understandably, didn't want to link. I instead translated the quote and posted it here without a link.
It took me about two minutes to find a non-Ukrainian source for this quote. Admittedly, it's from yahoo! news - not the most savory of news channels:
