A Google search returns only this thread as source for the quote. A DuckDuckGo search also shows this thread as the source. Several different snips form the quote all return this thread as original source for the quotation you published, i.e. you.

But of course!

Let me first point out that I had originally read the quote in a German-language article - to which I, understandably, didn't want to link. I instead translated the quote and posted it here without a link.

It took me about two minutes to find a non-Ukrainian source for this quote. Admittedly, it's from yahoo! news - not the most savory of news channels:

Karoline Leavitt: "It is about two countries that have been at war for a very long time. Russia launched this attack on Kyiv, and likewise, Ukraine recently dealt a blow to Russia's oil refineries. They have taken out, as a matter of fact, 20% of Russia’s oil refinery capacity over the course of their attacks throughout the month of August."
