So, is this an escalation in that he is targeting foreign (NATO) targets?

No

A NATO target by definition would have to be within a NATO nation.

Any "neutral" nation has the responsibility to prepare and evacuate their personnel in a known war zone.

NATO has NO dog in this fight.

Trump understands that.

Any support the US has given has NOTHING to do with the NATO treaty.

NATO exists because of Russia, our troops are in Europe because of Russia, President Trump is training Ukraine troops and arming them, because of Russia, this invasion and the largest European war Since WWII being fought on the borders of NATO countries and involving the North Korean army is because of Russia.

And the American President and the most important NATO leader knows it as well and is supporting Ukraine with training and weapons, along with other support.

How would this not be of major focus to Europe and NATO?
