If you knew the voting history of SE Texas you would know it has been notoriously Democrat for decades. That Phelan, or any other Republican for that matter, even got elected down here has been mind blowing. Things changed quickly.

Phelan got in, IMO, through name recognition. One of the major streets in Beaumont is...Phelan Blvd.
With the redistricting we'll see how things go for new candidates.
