Well, the head could have been dragged 100 ft away from the decomposing body by coyotes or other animals.
My guess is as good as anyone’s at this point, but could have been a homeless person who died there from exposure or drug overdose.

The simplest answer is always the best until you get more evidence. In this case, I wouldn't immediately conclude it was the work of a cartel because typically when they decapitate someone they leave the remains in a very public place as a lesson to others who might be thinking about crossing them. Not ruling it out, of course..
