There is a movie made in the 60's which isn't directly about this but checks all the boxes. Targets was made in the 60's about a guy very similar but is an excellent watch even if it drags. The first half is great and very spooky.

An excellent movie made for TV in 1975 was ‘The Deadly Tower’ - mostly from the viewpoint of Officer Martinez. Of all people, Kurt Russell played Whitman, and was excellent in the role. Seemed to be effective for having him break a Disney stereotype.

I remember that movie, but I think that I saw in b/w with commercials.
