I remember the look on my Mother's face when she described to me the terror of nuclear weapons. It must have been in 1960; I was about 6 years old. We went on tours of the results of the brisk trade in neighborhood bomb shelters. I remember one that was 3 stories deep; you could see straight down the ladders.
What was the first terror weapon in the long history of warfare. It goes back too far; the chariot was a weapon you couldn't run away from.
The first use of terror against drafted soldiers could be considered, internment in the prisoner of war camps in the American Civil War, against men and boys who had been drafted largely as farmers, specifically in an arrangement designed to get their property, by taxmen and bankers, and Shanghai them into factory work.
The issue is that they hadn't been professional soldiers, like Hessians, they were farmers.
Another notable instance of using civilians as pawns in war, was in the Boer war, in which the wives of the wily Boer guerilla fighters who, as a ragtag army thoroughly beat the 100,000s of the British army. So they had to use the Boer wives as human shields, starving those identified as having husbands fighting in the insurgency, so that an estimated 24,000 died.
After their experience in World War I, a war planned for 45 years, designed to attack the previously friendly German nation which was commercially and technologically eclipsing the U.K. and its banks, the U.K. and the U.S. agreed to target civilians.
(The banks identified their profit as $10,000 per dead solider. "10,000 in 1919 is equivalent to approximately $186,732.95 today when adjusted for inflation. This calculation reflects an average inflation rate of about 2.80% per year". Hence, the U.K., French and German economies can continue to function in a condition of ruin, as long as their banks get profits from their armaments industries, paid for by their taxpayers.)
The British leadership bombed German cities of no military value for a long time before the German leadership finally responded, but against identifiably military targets, but accidentally providing the pretext for open bombing of civilians by missing a military-industrial area and hitting a civilian area.
Thus when the Dresden which had no military value was hit by the U.K. and U.S. on 13 February, 1945, when Germany was already on its knees, at a cost of an estimated 300,000 lives, it was on the pretext that "they voted for Hitler". This was despite the fact that there were many civilian refugees who were fleeing the Russians.
These are just a few fragmentary examples, generally of "man's inhumanity to man". The world-poisoning effect of nuclear terror weapons, wielded against Japan when the Japanese were begging to surrender and, as MacArthur later admitted, they just needed to keep their Emperor intact as a national unifying symbol, the real object of the Hiroshima and Nagasaki bombings were the Russians; who soon responded by ending the U.S. monopoly on The Super Weapon. Thus leading to our world with mutually-assured-destruction.
The rise of the Oreshnik, "Hazelnut Tree" hypersonic missile is not a good thing. It is merely an escalation, tightening up the pace of general, worldwide warfare one notch.
Strategically it means that we are now targets, who have been protected by oceans from the consequences of our Forever Wars in countries surrounded by some 800 of our military bases.
Previously undetectable ballistic missile submarines which are designed to lay low while enemy defenders search for them, are now being uncovered by satellite and drone overflights which can detect them, not by their sound signatures, but by magnetic anomalies.
Ballistic nuclear missile submarines, the Flash Gordon whiz-bang-ery of the Admiral Hyman G. Rickover era before 1960, are the obsolete aircraft carriers of the current age of warfare.
All the time we were over-extending ourselves keeping the world at bay in The Rules Based Order and being subjected to the hazards outgoing President Eisenhower warned about in his Military-Industrial Complex Speech, the rest of the world was busy looking for the cracks in our armor, even Iran which, from a night-time satellite photo is shown to be emitting hardly any light, even tiny Yemen, a country subjected to starvation after a decade of U.S. authorized Saudi bombardment, which is able to paralyze water-ways vital to world trade with a scrabbled-together missile arsenal.
U.S. civilians are riding the tiger of our military weapons "defense" industry, which only benefits a few Congressional districts and their representatives.
We can expect that, once the Russians have sustained large damage from the German, French and British armament industries and their bankers, our cities will be struck by Oreshniks: Washington, New York, Philadelphia, Baltimore, Chicago, Los Angeles.

Even if the damn thing worked reliably, Oreshnik is not a cost effective system, used with conventional warheads. Pooty would get a lot more bang for his buck launching standard medium or long range ballistic missiles.
I always buy hazelnuts in the shell of course when I can. Some places call them filberts. I don’t get that. Love em so much I almost planted some trees. But Its just easier to buy them.
Ummmm…. the Germans used zeppelins to bomb civilian targets, in Britain, in WWI. They followed that with the bombing of Guernica, in Spain, in 1937. Then Warsaw, and then Rotterdam. Germany established the rules before the US even suited up. Oh! I forgot about the Prussians shelling Paris in 1871!

The Oreshnik launches thus far served as an excellent real-world test and a demonstration of capability.
For those who say that any initial failures of the Oreshnik indicate that it is destined to the scrap heap, I would point to what many said about the Osprey aircraft when it initially had failures.
