Somehow, I think that Biden gave out $2 trillion in some kind of emergency funds. It will be a long time before that runs out. That is 2,000,000 times $1 million.

No. I've been following this and the most I've ever seen is $189 Billion total. Checking today, I see accounts saying the total was more like $185 Billion and that Biden left 4 Billion unused when Trump took office.

US aid to Ukraine

January 14, 2025

U.S. President Joe Biden will be passing around $3.8 billion in the so-called Presidential Drawdown Authority (PDA) to his successor — Donald Trump.

On the campaign trail, Trump has repeatedly criticized the Biden administration for providing Ukraine with military assistance, including through military shipments using the PDA.

Countering Trump's rhetoric, the outgoing administration stated its desire to use the available funds to help Kyiv withstand the ongoing Russian offensive in the country's east.

"We are determined — and it's fully my intent and the president's (Joe Biden) intent — to spend every cent that we have available from the $61 billion that was authorized by Congress in the supplemental appropriation," U.S. Secretary of State Antony Blinken said at the end of 2024.

The Kyiv Independent explains what the Presidential Drawdown Authority is, how it was used, and why the Biden administration failed to use up the funds provided to him by Congress.

Ukraine Fund Claims

As of March 31, 2025, the U.S. Department of Defense reported that $184.8 billion had been appropriated for Ukraine and related efforts under Operation Atlantic Resolve, though not all funds have been disbursed or delivered. According to data from the USAFacts team updated in March 2025, of the $182.8 billion allocated since February 2022, $83.4 billion had been spent, $140.5 billion had been committed, and $2.7 billion had expired. A separate analysis noted that while the Biden administration committed all congressionally appropriated funds for military equipment, approximately $29 billion worth of that equipment had not yet been delivered to Ukraine due to logistical and production delays. Therefore, while most of the allocated funds have been committed, a significant portion—particularly in military aid—had not yet reached Ukraine by mid-2025.
