Your rules are fine for producing a society of ghetto culture.
If you want a better society.
Rule number one: Don't stick it in a woman who is not your wife.

That's the problem with Elon. He doesn't seem to know that complex behavior and culture are not inherited. He's created a pack of illegitimate children just like the inhabitants of ghettos. Children are abused by no father homes but in his case, the kids seem to have no parents. ( one of the other baby mamas talked about hiring a nanny so she could travel)
Hopefully Elon gets to do whatever good he will do in this world for a long time because his kids are likely to be on a serious revenge jag if they get his money.
