japanese were interned during World War II because at that point nobody knew what was going to happen. The allies had been getting their ass kicked in ‘39 thru 1942. If even a fraction of Japanese had ill intent, which was unknown at the time, they could have done great damage to the war effort.
This is how you can tell when your government is serious about something. They don’t take leave anything to chance. It isn’t necessarily the likelihood of something happening, but the consequences if it does.

There's also the "small" matter of broken codes. We had broken the Japanese naval and diplomatic cipher systems and were reading their mail ... and we knew that they were running espionage and sabotage operation on the west coast. The fact of successful code-breaking had to be protected, so rather than rounding up just the spies and saboteurs, we expelled all Japanese from the west coast. Some people abused this wartime necessity, but that doesn't make it not a necessity.
