For certain crimes, with the high potential of causing multiple deaths, it should be proper to make the names of these youths public information.
They will likely outgrow such poor decision skills, but until they do, the public should be warned and wary.

Normally, when the engines are not in use, idling, they take the handle out, that controls the forward/reverse, so this type of thing cannot happen. Did the railroad leave them in there? That would be stupid on their part. Simply locking the door, is not enough.

Still doesn't excuse the kids behavior with the engines.
