$175 billion is 175,000 times $1 million. IIRC Trump only wanted 6 or 8 billion to build the entire wall during Trump 1.0. He was denied it by Congress.

Biden never stopped Russia from using SWIFT system or exclude Russia from worldwide financial transactions.

If US excludes Russia from SWIFT banking systems it will be difficult for Russia to sell oil etc, Ruble would fall, Russian banks would be isolated. Most transactions are directly or indirectly involve USD.
